Governance, Urban Development, Infrastructure Economic Development, Community Development ![]() Effective infrastructure planning requires the capacity to assess options for delivery against an understanding of current and future demand, technical needs, planning and regulatory requirements, and methods of funding. By its nature, infrastructure development is controversial, a necessary evil that facilitates change while impacting on existing activities and uses. Getting capacity, quality and timing right has a major impact on effectiveness and costs. We can help achieve this. Almost inevitably, infrastructure investment creates tensions between places and interests that need to be moderated through the quality of the underlying planning and mediated through the implementation process. CityScope has the tools and experience to contribute to or lead planning for infrastructure. We offer economic, financial, feasibility, and community analysis, an understanding of demographic, economic and land use matters driving infrastructure investment, freight and travel forecasting, and an appreciation of governance and management structures appropriate to the successful specification and delivery. We are recognised as leading experts in transport matters across modes. Philip McDermott has particular expertise in aviation and related matters, having worked for four years as General Manager and Senior Consultant for Sydney-Based Centre for Asia Pacific Aviation. Barry Mein has been director of Transport for the Auckland Regional Council with continuing involvement in public transport and multi-modal transport planning. Richard Dunbar has conducted successful studies of the funding options, including the capacity of users to pay for infrastructure use. Our clients include Auckland Regional Transport Authority, the Ministry of Transport, Ministry for the Environment, New Zealand Transport Agency, Auckland International Airport, Northland Port Corporation, and Rodney District Council. |
