This report focuses on the market demand for medium density housing and what factors are likely to make it more attractive to a larger number of people. In determining this, the report examines the various and complex trade-offs made by different market segments, within the constraints of affordability and geography.

Development of Indicators for Monitoring Land Use Transport Integration Projects (2010)
Client: NZ Transport Agency (Research Report 402)
This paper outlines a convenient 6-step process for developing indicators for integrated land use transport projects. The work follows form NZTA Research report 379 which looked at governance structures for integrated projects aimed at maintaining integration at the implementation stage. Indicators are an essential part of the process of maintaining integration as they force consideration of project outcomes and how they will be measured at an early stage.
As the planning framework shift from regulation to implementation the need for sound governance structures and good monitoring will become increasingly important.

Research for the NZTA into how to maintain an integrated approach to implementing urban development projects. The assignment built on the Integrated Approach to Planning (IAP) work undertaken in 2006-07, and focused on the integration of major transport investments and land use development to ensure that the benefits of integration can be fully realised.

Integrated Approach to Planning (2006-07)
One of a series of project which contributed to the Integrated Approach to Planning (IAP) project undertaken by the TSSD Steering Group in 2006/07. CityScope undertook a series of structured interviews with a range of transport and land use pracitioners and stakeholders to determine the issues and barriers to integrated planning for transport, and possible responses.
CityScope also undertook a peer review of five IAP case studies in different parts of the country, and facilitated a stakeholder workshop on integrated planning (November 2007).

Auckland Governance Review: background papers
CityScope was commissioned to prepare background papers for the Royal Commission on Auckland Governance, to provide an independent view of issues facing the Auckland region, and a source of information for the Commission’s deliberations regarding the most appropriate governance options for Auckland.Three were published:
Auckland's Population: looked at the character and prospects of population growth, and the ramifications for the region, in terms of ethnic diversity, labour force, and infrastructural issues such as housing, transport and amenity needs.
The Call for Integrated Planning: a brief history of planning initiatives since the mid 1990s in the areas of environment (mainly through land use plans), infrastructure (especially transport), and the economy. It considers how improved decision-making might be brought about by changes in governance, and considers whether this can happen when potentially unpopular decisions need to be made.
Transport Governance in Auckland: Situation Analysis: an overview of transport in Auckland, providing the historical context for the transport governance arrangements that exist today. The paper analyses what some of the key issues and challenges are for the transport sector, and highlights areas that need to be resolved to achieve more consistent and effective solutions.
CityScope also assisted the Royal Commission in an evaluation of transport governance options which formed the basis of the Transport Chapter of the Commission's final report in March 2009.

Review of the Transport Section of the District Plan (2006)
Client: Auckland City Council
This is a detailed review of existing strategies, plans and policies that are of relevance to transport in the Auckland City isthmus. CityScope identified the issues and outcomes that need to be addressed in the review of the transport section of the Isthmus District Plan, and how these may be addressed (either through the Resource Management Act or by other means).

CityScope undertook a literature review and reviewed Auckland City Council’s research and policy documentation, and undertook a series of focus groups in different community settings (in association with Rachel Trotman) to provide guidance to the Council’s strategy on community development.

Wellington Regional Strategy: Development of Focus Areas (2005)
Client: Wellington Regional Council and territorial authorities
CityScope undertook a review of future economic and urban development opportunities for the Wellington region based on alternative future scenarios, and presented recommended areas of focus for aimed at developing a resilient Strategy in the face of uncertainty.

Community Needs Assessment (2005)
Client: Auckland City Council
CityScope prepared a review of the community development needs of the Tamaki and Eastern Bays Wards of Auckland City. This covered the nature, use, governance and management of existing facilities (community halls recreation centres, swimming pools) relative to local community needs and policy for improving use of community assets in the future. The research departed from previous “community needs assessments” by adopting a capacity building and self-sufficiency approach rather than the traditional analysis of supply and demand for community facilities.
